Kavan Costello, now 23, of Ocean Township, was arrested Feb. 17, 2020, when police found a handgun and Xanax in a vehicle in which Costello was a passenger, according to court papers. After arriving at the jail, Costello said four officers attacked him, knocking out two of his front teeth. Costello also suffered a black eye, con cussion, and "marks and bruises all over," his attorney, Brooke Barnett, of Newark, said Tuesday. Jailers dressed Costello in a pink jumpsuit, taunted him, and held him in an unheated cell for three days, according to his lawsuit, filed in state court on Aug. 5, 2021.
